ALERTS Ensures You Stay in Compliance

When someone doesn't know me and asks what our company does, I explain that we are in the business of helping our subscribers and clients stay in compliance with political contributions, state lobbying activities, and procurement lobbying. In short, we offer two avenues a company or organization can use our expertise.

First, is the Executive Source Guides, a group of three internet-based information sources covering political contributions, state lobbying laws, and procurement lobbying. Subscribers to one, two, or all three Guides can look up the latest information to answer specific needs and questions in any of these fields. The information is readily available and updated frequently to support an organization's in-house government relations staff.

The other key service we offer is called ALERTS. It is big step beyond the Guides, which are meant for the users to research themselves. ALERTS, however, is our special turn-key service that ensures we help our clients stay in compliance. The word originated back in 1985 when ALERTS was launched ? Automatic Lobbyist Employer Reports Tickler Service.

Through the ALERTS service, we help corporations and lobbyists track and file the numerous required reports in the states ? at last count there were more than 400 lobbying activity and employer reports due in a single year. The laws surrounding these reports can and does change on a regular basis. Our task is to ensure all these reports are filed, they are done on time, and most importantly, that they are correct. Our Compliance Squad, a team of attorneys and researchers, works closely with each client, whether it is reporting activity in a small group of states, or all of the states.

I've decided that in the next year, we will present a different aspect of ALERTS in each issue of Compliance  Now so you can gain a better understanding of this unique and specialized service that has become an integral part of many company compliance strategy programs. Support Your United Way

Virtually every community has a United Way program that they can participate in. Here, at State and Federal Communications, Inc., we believe strongly in the value of the United Way, and our employees actively support this cause.

Our local organization, United Way of Summit County, has a long history dating back to 1918. It was first called the Better Akron Foundation and was run by civic leader W.D. Shilts from Goodyear Tire & Rubber Co. The Foundation became Akron's first ?united? solicitation effort and was an outgrowth of the WWI War Chest drives, raising $1.5 million.

Today, United Way of Summit County is a 501(c)3 non-profit organization supporting health and human service programs in the community by raising funds and distributing financial support to 52 local agencies, including the American Red Cross, and coordinating volunteers. Funds donated by an individual or company remain in the local community.

At State and Federal Communications, we have taken on a leadership role having served as a Pacesetter for the past five years. Pacesetter companies kick off their United Way campaigns earlier than others, so that when the new year's program is launched, there is already a financial commitment in place for the announcement.

We make it fun too for our employees as we hold friendly internal competitions (this year it was the Stars team vs. the Stripes team) for fund-raising, and hold prize drawing events for participants. So support your United Way whenever possible in 2007!


New Lobbying Law for Pennsylvania

State and Federal Communications? Susan Pierce, J.D, a State Researcher, explains that on November 1, 2006, Governor Rendell signed HB 700, creating a state lobbying disclosure law for Pennsylvania.  The bill will have the following effect on current requirements: (1) Individuals who lobby the senate will no longer register and report with secretary of the senate; and (2) Individuals who lobby executive officials or seek to influence the award of a contract with a state department will no longer register and report with the office of administration. 

As of January 1, 2007, under HB 700, lobbyists and principals, who lobby the House, the Senate, or state officials must register biennially with the department of state.  However, only principals will be required to file quarterly disclosure reports.   Under the bill, the department of state is required to implement an electronic system for registration and reporting. State and Federal Communications, Inc. will continue to monitor any developments.


Innovate to Motivate for 2007

The 6th Annual ?Innovate to Motivate? program, the national conference for political involvement professionals, will be held January 30-February 2, 2007 at the Don CeSar Beach Resort, in St. Pete Beach, Florida.

The event draws hundreds of enthusiastic attendees who receive a broad overview of developments in the industry, as well as hands-on, in-depth information  on setting up and running PACs, to implementing grassroots activities.

State and Federal Communications is pleased to be one of the co-hosts for 2007. Elizabeth Bartz, President and CEO, will present a program titled, ?Tales from Beyond: A Guide to Federal and State Grassroots Legislation on Tuesday, January 30, at 3:45pm. The program will provide the essential information to help attendees become knowledgeable about grassroots lobbying and the associated regulations in the states they operate in.

Here is another resource for Compliance Now readers. The State Government Affairs Council (SGAC) is the premier national association for multiple state government affairs professionals for more than 140 major US corporations, trade associations, and service providers.

Amber, a graduate of the University of Houston Law Center, works with our ALERTS clients on the various compliance issues. Cara, a graduate of the University of Akron School of Law, researches compliance legislation in various states for the Executive Source Guides. Congratulations.


In 2007 Every State's Legislature Will be in Session

David Bow, J.D., a State Researcher for State and Federal Communications says 2007 is sure to be a busy year for state government affairs executives. With every state's legislature in session, an estimated 150,000 new bills will be introduced, not to mention more than 9,000 bills scheduled to carry over from last year's sessions!

In the background of this crowded picture is an ever-changing landscape of lobbying laws. The new year means new challenges in responding to state legislation, and strategies for compliance will be even more critical in 2007.
