Register Your Sales Staff
As Lobbyists

According to Susan Pierce, state researcher at State and Federal Communications, with the recent passage of Florida’s Senate Bill 6-B, lobbyists and principals are prohibited from making expenditures on legislators, with the exception of floral arrangements and other celebratory items given to legislators on the opening day of regular sessions. The bill also makes major changes to registration and reporting requirements. Due to mass confusion over the bill’s nuances, the legislature plans to issue guidelines by the first of the year.

Another bill making waves is Florida’s Senate Bill 8-B, which allows in-kind contributions, of food and beverages, not exceeding $1,500., consumed at a single sitting or event, if accepted by a party chairperson or their designee prior to the event.

On December 20, 2005, Governor Bush signed both bills. Bill 6-B becomes effective January 1, 2006 and Bill 8-B becomes effective February 1, 2006. Due to confusion over the major changes in registration and reporting requirements, the legislature will be providing formal rules for complying with the changes sometime after the new year. We will be continually updating changes on our website as soon as they become available, and will provide updates as well through the Compliance Now e-newsletter.


COGEL Conference Presents Industry Updates

 

Members of the The State and Federal Communications team attended the Council on Governmental Ethics Laws (COGEL) Conference in early December in Boston. Jason Haas, one of our state researchers says of the event, “On December 4th, a contingent of State and Federal Communications employees arrived in Boston for the four-day Council of Governmental Ethics Laws 27th annual conference. While we attended sessions on varied topics as the week progressed on Monday we attended sessions at the heart of our client services in political contributions law, ethics law, and lobbying law.  These well-attended sessions discussed newly passed laws, industry trends, and ethics enforcement – all valuable information that will help our clients in the New Year. Outside of the sessions, perhaps the best part of the conference was meeting people in the states that we frequently speak to on behalf of our clients. Putting faces to names and speaking about subjects outside of our typical conversations provided a good basis for future communication and cooperation, which is a mainstay of State and Federal Communications. We're looking forward to the next COGEL conference in 2006!”


  

 Meet Scott V. Stetson

Meet Scott V. Stetson, Esq., state researcher, responsible for researching and maintaining compliance information on a number of states for use in the Executive Source Guides and for ALERTS clients.

When asked what lobbyists should keep top-of-mind in reporting on their work, he responds, “They should always be aware of the definition of lobbying in the states they are responsible for so they will know if, or when, their activity requires registration. Once registration is required, the question most often asked is… ‘how much can I spend and on whom can I spend it?’ which is exactly the type of information that State and Federal Communications provides.
